Operational workflows that preserve state

A workflow should show what was saved, what remains pending, who owns the next action, and how to resume after interruption. Queues, drafts, idempotent submissions, audit events, exports, and reconciliation reduce the risk that a timeout or repeated click silently duplicates or loses work.
